Important Notes
US dual-use ban suspended, not lifted
Article 2 of MOFCOM No. 46/2024 (the outright dual-use Sb ban targeting US end-users) is suspended until 28 November 2026 under Announcement No. 72/2025 [4]. The general Sb licensing regime under No. 33/2024 [2] remains fully active.
Defence stockpile pressure
The US Defense Logistics Agency holds a small Sb stockpile and has issued multiple FY2024–2026 solicitations to rebuild it. Domestic production is restarting at Perpetua Resources’ Stibnite Gold project in Idaho but is not expected before 2028.
Tripled spot price
Western Sb spot prices roughly tripled from mid-2024 to Q4 2025. Price-pass-through to flame-retardant compounders and PV-glass makers is incomplete, leaving margin pressure across multiple downstream industries.
