Important Notes

US dual-use ban suspended, not lifted Article 2 of MOFCOM No. 46/2024 (the outright Ga dual-use ban targeting US end-users) is suspended until 28 November 2026 [4]. The general Ga licensing regime under No. 23/2023 [2] remains fully active.
Defence GaN exposure GaN-on-SiC AESA radar transmit/receive modules dominate next-generation airborne and ground radar (F-35, Aegis SPY-6). Strategic gallium supply concerns drove the US National Defense Authorization Act language directing the Defense Logistics Agency to expand Ga stockpiling.
Co-product constraint Ga is recovered from Bayer-process aluminate liquor at integrated alumina refineries. Production scales with global alumina output (~140 Mt/year), not Ga demand. Restarting non-Chinese Ga recovery requires modifying alumina circuits at host refineries.
