Not on the MOFCOM control list
Nd is excluded from the No. 18/2025 medium/heavy REE control basket. However, finished NdFeB magnets containing controlled HREE additives (Dy, Tb) are subject to dual classification: magnet rotors with high Dy/Tb content require Chinese export licences as of April 2025.
EV demand is the dominant variable
Each EV traction motor uses 1 to 2 kg of NdFeB magnet. Each direct-drive offshore wind turbine uses ~600 kg per MW. The combined EV+wind growth narrative drives long-run Nd demand forecasts and the global REE separation buildout.
Magnet recycling emerging
Companies including HyProMag (UK), Geomega (Canada), and Cyclic Materials (Canada) are commercialising HDDR and hydrometallurgical recovery of NdPr from end-of-life motors and HDDs. Capacity is small but growing.
